Depuis le 15 septembre dernier, les prescriptions num\u00e9riques ont \u00e9t\u00e9 d\u00e9ploy\u00e9e dans toute la Belgique. O\u00f9 en sommes-nous deux mois apr\u00e8s ? Recip-e <\/a>a men\u00e9 son enqu\u00eate. Ce nouveau syst\u00e8me de sant\u00e9 a \u00e9galement pr\u00e9vu un plan d'action dynamique pour r\u00e9soudre les dysfonctionnements rencontr\u00e9s, notamment avec les partenaires impliqu\u00e9s.<\/strong><\/p>\n\n\n\n

De moins en moins de m\u00e9decins utilisent une feuille de soins pour leurs prescriptions m\u00e9dicales. La plupart pr\u00e9f\u00e8rent d\u00e9sormais celles d\u00e9mat\u00e9rialis\u00e9es surtout depuis leurs d\u00e9ploiements<\/a> dans tout le pays. Une mani\u00e8re de sensibiliser les patients \u00e0 retirer leurs m\u00e9dicaments directement chez le pharmacien via une application ou avec leur eID.<\/p>\n\n\n\n

Recip-e, le syst\u00e8me d\u00e9ploy\u00e9 pour favoriser l\u2019e-Sant\u00e9<\/h3>\n\n\n\n

Recip-e fait partie du plan e-Sant\u00e9 lanc\u00e9 en 2014 par le gouvernement f\u00e9d\u00e9ral, soucieux de se conformer aux directives europ\u00e9ennes. En effet, les m\u00e9decins belges sont tenus de d\u00e9livrer des prescriptions \u00e9lectroniques depuis le 1er janvier 2020, (sauf cas exceptionnels). Cette nouvelle mesure a \u00e9t\u00e9 ainsi mise en place progressivement. Elle a d\u2019ailleurs commenc\u00e9 d\u00e8s le 1er juin 2021 dans les pharmacies<\/a> communautaires et certains centres de soins. Le logiciel n\u00e9cessaire a \u00e9t\u00e9 install\u00e9 \u00e0 cet effet. Ce dernier devait \u00eatre d\u00e9ploy\u00e9 \u00e0 l\u2019ensemble des diff\u00e9rents prescripteurs de soins (m\u00e9decins, dentistes et sages-femmes) au plus tard le 15 septembre 2021.<\/p>\n\n\n\n

6 limites de l\u2019e-prescription<\/h3>\n\n\n\n

Puisque d\u00e9sormais, les prescriptions num\u00e9riques sont largement d\u00e9ploy\u00e9es, Recip-e a souhait\u00e9 faire le point sur leur utilisation. \u00c0 partir des retours des patients, des prescripteurs et aussi des pharmaciens, la plateforme a dress\u00e9 6 points probl\u00e9matiques :<\/p>\n\n\n\n

  1. Les cartes d'\u00e9tranger num\u00e9riques,<\/li>
  2. Les nouvelles cartes d'identit\u00e9 belges,<\/li>
  3. Le num\u00e9ro de registre national,<\/li>
  4. Les nouveau-n\u00e9s,<\/li>
  5. Le patient,<\/li>
  6. Les acteurs de la cha\u00eene.<\/li><\/ol>\n\n\n\n

    Le point sur les cartes d\u2019identit\u00e9 illisible pour le syst\u00e8me Recip-e<\/h3>\n\n\n\n

    Actuellement, les cartes d'identit\u00e9 les plus r\u00e9centes ne peuvent pas \u00eatre lues par tous les lecteurs d'eID. Une mise \u00e0 jour est d\u00e9j\u00e0 pr\u00e9vue pour corriger cela. D\u2019ailleurs son int\u00e9gration avec un nouveau connecteur eHealth sera plus simple \u00e0 faire chez les prescripteurs que chez les pharmaciens. Ces derniers ne sont pas \u00e9quip\u00e9s exactement du m\u00eame logiciel. La lecture des nouvelles cartes se fera donc en deux temps. D\u2019abord chez les m\u00e9decins, puis en pharmacies. Ce qui va ralentir le d\u00e9ploiement de l\u2019e-prescription, du moins durant un certain temps.<\/p>\n\n\n\n

    Cependant, retirer une e-ordonnance via son num\u00e9ro d'enregistrement national reste possible. \u00c0 condition que la personne soit d\u00e9j\u00e0 servie de son eID \u00e0 la pharmacie au moins une fois dans les 15 derniers mois. Recip-e conseille donc aux prescripteurs de pr\u00e9coniser \u00e0 leurs patients de toujours se munir de leur eID avant d\u2019aller retirer leurs m\u00e9dicaments. Si ce dernier pr\u00e9f\u00e8re se rendre dans une pharmacie ne disposant que num\u00e9ro national, une prescription papier lui sera remise.<\/p>\n\n\n\n

    Comment am\u00e9liorer l\u2019exp\u00e9rience des prescriptions num\u00e9riques ?<\/h3>\n\n\n\n

    Les nouveau-n\u00e9s re\u00e7oivent g\u00e9n\u00e9ralement leur num\u00e9ro de registre national et leur carte ISI+3 seulement deux mois apr\u00e8s leur naissance. Or, s\u2019ils ont besoin de m\u00e9dicaments avant, il n'existe aucun moyen convivial pour les parents de les obtenir \u00ab sans papier \u00bb. Pour rem\u00e9dier \u00e0 cette situation, d\u00e8s le d\u00e9but de l'ann\u00e9e prochaine, les nouveau-n\u00e9s se verront attribuer un num\u00e9ro d'enregistrement national dans les 24 heures. Ils recevront \u00e9galement une carte ISI+ plus rapidement.<\/p>\n\n\n\n

    Autre probl\u00e8me \u00e0 corriger : les divers soucis que les utilisateurs peuvent rencontrer avec l\u2019eID. Cela concerne notamment : la perte de l'eID, une carte expir\u00e9e ou encore qui a \u00e9t\u00e9 bloqu\u00e9e, puis r\u00e9activ\u00e9e. Dans tous ces cas de figure, les patients ne pourront pas obtenir leurs m\u00e9dicaments via une e-prescription. La pharmacie n\u2019arrivera tout simplement pas \u00e0 exploiter leur eID.<\/p>\n\n\n\n

    Selon Recip-e, la plupart des probl\u00e8mes relev\u00e9s devraient \u00eatre corrig\u00e9s l'ann\u00e9e prochaine. Par exemple, \u00e0 partir du 1er janvier 2022, toutes les nouvelles cartes d'identit\u00e9 \u00e9lectronique fonctionneront dans les pharmacies.<\/p>\n","protected":false},"excerpt":{"rendered":"
