\u00c0 partir du 15 septembre, l'ordonnance sans papier sera largement d\u00e9ploy\u00e9e en Belgique. C'est ce que rapporte l'asbl Recip-e, qui a particip\u00e9 activement \u00e0 sa digitalisation<\/a> dans le secteur des soins de sant\u00e9 en Belgique. L'organisation s'attend \u00e0 ce que l'\u00e9volution vers la d\u00e9mat\u00e9rialisation se fasse rapidement, comme cela a d\u00e9j\u00e0 \u00e9t\u00e9 le cas dans d'autres secteurs.<\/strong><\/p>\n

Dans environ deux semaines, la phase finale de la mise en place de l'ordonnance m\u00e9dicale num\u00e9rique commencera en Belgique. De quoi permettre aux patients d\u2019obtenir une prescription d\u00e9mat\u00e9rialis\u00e9e<\/a> de leur m\u00e9decin et d\u2019acheter leurs m\u00e9dicaments en pharmacie sans aucun papier. Cela ne signifie pas pour autant que les pharmaciens belges seront submerg\u00e9s par les patients b\u00e9n\u00e9ficiant de ce type d\u2019ordonnance. Afin de laisser suffisamment de temps aux prestataires de soins de sant\u00e9, mais aussi d\u2019informer correctement les citoyens, la derni\u00e8re \u00e9tape vers la d\u00e9mat\u00e9rialisation g\u00e9n\u00e9rale va se faire progressivement. L\u2019ordonnance papier restera donc une option pour les personnes qui le souhaitent.<\/p>\n

D\u00e9ploiement progressif<\/h3>\n

Les m\u00e9decins belges sont tenus de prescrire les m\u00e9dicaments par voie \u00e9lectronique depuis le 1er janvier 2020 (sauf dans des situations exceptionnelles). Depuis plus d\u2019un an \u00e0 pr\u00e9sent, la d\u00e9mat\u00e9rialisation s\u2019est donc faite de mani\u00e8re progressive. La prescription d\u00e9mat\u00e9rialis\u00e9e a d\u2019ailleurs d\u00e9j\u00e0 commenc\u00e9 depuis le 1er juin 2021 dans les pharmacies communautaires o\u00f9 leur logiciel a \u00e9t\u00e9 enti\u00e8rement mis \u00e0 jour, mais aussi chez certains m\u00e9decins et autres prestataires de soins qui ont \u00e9galement pu prescrire des m\u00e9dicaments \u00e0 distance. Le logiciel destin\u00e9 aux prescripteurs (m\u00e9decins, dentistes et sages-femmes) doit \u00eatre pr\u00eat au plus tard pour le 15 septembre 2021.<\/p>\n

Pour l\u2019instant, les prestataires de soins continuent \u00e0 remettre \u00e0 leurs patients une copie papier de leur ordonnance \u00e9lectronique, avec le code-barres qui correspond au num\u00e9ro de prescription unique du m\u00e9dicament prescrit (code RID). Durant la crise du coronavirus, les prescripteurs \u00e9taient d\u00e9j\u00e0 autoris\u00e9s \u00e0 communiquer ce code \u00e0 leurs patients. Un gain de temps pour tous puisque ce dernier n\u2019a qu\u2019\u00e0 le communiquer \u00e0 son pharmacien pour recevoir ses m\u00e9dicaments. Une fois utilis\u00e9, le code RIB sera archiv\u00e9. Ce n'est que si les patients indiquent explicitement qu'ils g\u00e9reront eux-m\u00eames leurs ordonnances sous forme num\u00e9rique qu'un re\u00e7u papier ne sera plus \u00e9dit\u00e9.<\/p>\n

Ainsi, les prescripteurs belges pourront bient\u00f4t d\u00e9livrer des m\u00e9dicaments de trois mani\u00e8res diff\u00e9rentes apr\u00e8s le d\u00e9ploiement complet de la d\u00e9mat\u00e9rialisation :<\/p>\n

    \n
  1. en pr\u00e9sentant la preuve papier de la prescription \u00e9lectronique, comme c'est d\u00e9j\u00e0 le cas aujourd'hui ;<\/li>\n
  2. en affichant une preuve num\u00e9rique de la prescription \u00e9lectronique (par exemple via une application) ;<\/li>\n
  3. et de mani\u00e8re enti\u00e8rement num\u00e9rique apr\u00e8s lecture d'une carte d'identit\u00e9 \u00e9lectronique ou sur base du num\u00e9ro de registre national du patient.<\/li>\n<\/ol>\n

    Confidentialit\u00e9 et r\u00e9servation<\/h3>\n

    La confidentialit\u00e9 est \u00e9galement garantie avec une ordonnance m\u00e9dicale num\u00e9rique. Par exemple, un patient qui opte pour la digitalisation pourra demander que certaines prescriptions ne soient pas enregistr\u00e9es. Pour ce faire, le prescripteur indique le drapeau VISI sur l\u2019ordonnance concern\u00e9e et coche sur \"autoriser\". Les pharmaciens ne verront alors pas ce m\u00e9dicament prescrit si le patient passe sa carte d'identit\u00e9 \u00e9lectronique ou saisit le num\u00e9ro du registre national. Pour avoir acc\u00e8s \u00e0 ces \u00ab m\u00e9dicaments prot\u00e9g\u00e9s \u00bb le prescripteur fournit une preuve papier ou num\u00e9rique de la prescription \u00e9lectronique. De cette mani\u00e8re, le patient peut d\u00e9terminer de mani\u00e8re totalement autonome quel pharmacien est autoris\u00e9 \u00e0 voir le m\u00e9dicament prescrit.<\/p>\n

    Autre nouveaut\u00e9 importante : les patients pourront r\u00e9server leurs m\u00e9dicaments prescrits aupr\u00e8s du pharmacien de leur choix. Seule la pharmacie d\u00e9sign\u00e9e verra alors l'ordonnance. Les personnes seront automatiquement averties par le pharmacien lorsque tout est pr\u00eat. De plus, \u00e0 partir de la fin de l'ann\u00e9e 2021, certaines applications comprendront une option permettant de partager les coordonn\u00e9es du patient. Ce service est d\u00e9j\u00e0 disponible dans certaines pharmacies depuis le 1er juin, (via www.mijngezondheid.be et d\u2019autres applications) et va \u00eatre d\u00e9ploy\u00e9 \u00e0 plus grande \u00e9chelle en utilisant des canaux plus larges.<\/p>\n","protected":false},"excerpt":{"rendered":"
